Helen Pasquale — TICCS

When you're accountable for safeguarding, 'almost working' isn't enough.

We help safeguarding leaders build systems that hold up under real pressure — and support the people running them to stay psychologically safe.

Working across public services, higher education, multi-agency partnerships, care and residential settings — wherever safeguarding responsibility is complex, high-stakes and unforgiving.

Trusted to support complex safeguarding work across:

Higher Education
Local Government
Public Protection
Care & Residential
Third Sector

You are in the right place if:

You are responsible for safeguarding and know your system has gaps
Your workforce lacks confidence in how to respond
Your organisation is facing inspection, scrutiny or a significant safeguarding challenge
You need an independent, honest view of where your system actually stands
You have started implementation but it has stalled
You carry accountability for safeguarding — and the weight of that is real

TICCS works with the leaders who cannot afford to get this wrong.

Why safeguarding systems fail

Why safeguarding systems fail

Most organisations are committed to doing the right thing. The problem is rarely intent — it's implementation.

Common challenges include:

  • Fragmented services and unclear pathways
  • Delays in decision-making and coordination
  • Inconsistent practice across teams and agencies
  • Hidden risk that only becomes visible under scrutiny
  • Workforce that lacks confidence in how to respond
  • Leaders carrying accountability without adequate system support

The gap between policy and practice is where people get hurt. That is the gap TICCS closes.

We are not a training provider.

TICCS is an operational safeguarding consultancy. We work at system level — delivering structured, accountable change in organisations where the stakes are too high for anything less.

We do three things:

01
Diagnose

An independent, rigorous assessment of your safeguarding system. Where it is strong. Where it is failing. Where the risk is sitting right now.

02
Implement

Structured delivery of real system change using the TICCS Implementation Risk Architecture™. Not a report. Not recommendations. Actual change, with governance, accountability and momentum built in from day one.

03
Sustain

Building workforce confidence, leadership capability and operational consistency so that change holds — under pressure, under scrutiny, and over time.

Trauma-informed practice is not our identity. It is how we work. With every organisation, every partnership, and every individual we encounter — we hold the reality that safeguarding work is psychologically demanding. That is not a soft add-on. It is built into everything we do.

Understand your system before it becomes a risk.

The TICCS Safeguarding Diagnostic is a structured, independent, system-level review — designed for leaders who need clarity, not reassurance.

Care & Residential
Residential service managers, responsible individuals, quality and compliance leads and directors managing escalation uncertainty, inspection pressure, safeguarding culture and the complexity of highly vulnerable populations.

What leaders say

TICCS brought structure, operational insight and implementation focus to an extremely complex area of multi-agency safeguarding work. Their understanding of safeguarding systems, governance and operational practice helped us move from discussion into meaningful implementation activity. Helen's ability to work across agencies, manage complexity and maintain momentum in high-pressure environments has been invaluable.

— Senior Partnership Lead, Lanarkshire Bairns' Hoose Implementation

The support provided by TICCS helped strengthen clarity, coordination and implementation confidence across our Bairns' Hoose programme. Their experience in safeguarding and operational practice brought credibility and realism to complex multi-agency discussions, helping partners navigate challenge, inconsistency and implementation pressure in a constructive and solutions-focused way.

— Strategic Lead, Multi-Agency Safeguarding Partnership, Scotland

The level of expertise TICCS brings is consistently evident, particularly in navigating complex, multi-agency and sensitive areas of work. Their approach creates a confidence-building environment for partners — translating strong professional insight into practical, strategic planning that genuinely supports sustainable change. The work has added real clarity and structure, strengthened collaborative working, and supported more confident decision-making across partnership areas. I would wholeheartedly recommend TICCS.

Helen Pasquale — TICCS

Led by Helen Pasquale

Helen Pasquale is a former Detective Inspector with Police Scotland and national lead for the Scottish Child Interview Model. She brings over 30 years' experience in child protection, serious crime, multi-agency systems and safeguarding implementation.

That is not a background in theory. It is a background in what happens when safeguarding systems fail — and what it takes to make them work.

TICCS exists because Helen has seen, first-hand, the gap between how safeguarding is supposed to work and how it actually works under pressure. Every piece of TICCS work is built on that operational reality.
