A complex, multi-agency reform under real system pressure

Lanarkshire was tasked with implementing Bairns’ Hoose — a complex, multi-agency reform involving police, health, social work, and third sector partners. Like many partnerships, there was strong commitment to the vision. However, the system faced familiar pressures:

  • Governance and decision-making structures were still evolving
  • Roles and responsibilities across agencies were not always clear
  • Key components such as location, coordination, and the child’s journey required further development
  • Data and system visibility were limited
  • Progress depended heavily on goodwill and individual leadership

This created a risk that, despite strong intent, implementation could become fragmented or lose momentum.

Understanding how the system was functioning in practice

TICCS worked with the partnership to understand how the system was functioning in practice — not just how it was designed. Using our Implementation Risk Architecture™, we supported the partnership to identify where risk was emerging across:

  • Governance and decision-making
  • Multi-agency system alignment
  • Data and information sharing
  • Workforce capability
  • Participation and the child’s journey
  • Sustainability and long-term delivery

This created a clear, shared understanding of where the system was strong and where it required focused action.

Structured support across the programme

TICCS provided structured support across the programme, including:

  • Establishing and refining governance structures to support effective decision-making
  • Supporting the development of a clear implementation framework and programme structure
  • Facilitating multi-agency alignment across police, health, social work, and third sector partners
  • Supporting the development of the Bairns’ Hoose coordinator role
  • Leading system-wide assessment using the StART tool to track progress and identify risk
  • Supporting the development of data and reporting approaches to improve system visibility
  • Enabling participation and engagement work to inform the child’s journey

This ensured that implementation was not driven by assumption, but by a clear understanding of system performance and risk.

From commitment to structured delivery

As a result of this work, the partnership achieved:
